Finance and Administration

The Rural Infrastructure Development Agency draws its resources from the Central Government and the Donor Community. In order to account for such resources the Agency has a Finance Division whose responsibility is to:-

Account for all Public funds given to the Rural Infrastructure Development Agency for both recurrent and capital development cost to the satisfaction of Government and the various Donors.

The Rural Infrastructure Development Agency’s Finance Division undertakes to effectively:-

Prepares Estimates for current and Capital Expenditure by 31st January each year and submit the respect estimates to the national Economic Planning Commission.

While operating under the Presidential Warrant for the First four month of given financial year, the Finance Division undertakes to:-

Have completed its final accounts of the preceding year in terms of the Audit and Exchequer Act chapter 22.03 (Revised Edition, 1996)

After the promulgation of the Appropriation Act, the Finance Division undertakes to:-

Executive the full Budgetary work plans by the 1st November of each fiscal year;
Adhere to Treasury Instructions in all its financial transactions that govern the expenditure of Public Funds;
Submit quarterly return to Treasury on the expenditure for Donor Funds in terms of the various country to country agreements governing such funds;
Pay sundry creditors within 30 days of receiving the service; and
Periodically carryout Internal Audits at various Rural Infrastructure Development Agency cost centres in order to monitor strict adherence to Treasury Instructions.

HUMAN RESOURCES AND ADMINISTRATION DIVISION

The Rural Infrastructure Development Agency’s Administration and Personnel Division has a responsibility to:-

Provide sound administration, personnel management and human resources development

In order to achieve the above stated objective the Human Resources Administration division undertakes to:-

Prepare fair condition of service that comply with Zimbabwe’s Labour Laws and administer their provisions;
Select and recruit qualified personnel in terms of the structure and establishment and provide human resources development facilities;
Ensure procedures are adhered to pay the salaries monthly on the due date.
Ensure provision of competitive staff benefit schemes and other welfare needs;
Provide an efficient and effective staff records and general registry management systems and typing services; and
Efficiently and effectively administer all RIDA assets and ensure adequate insurance cover for the same.

SERVICE DELIVERY AND STANDARDS

In our service delivery, RIDA undertakes to:-

  • Courteously answer the telephone within three (3) rings.
  • Reply to correspondence within 15 days of receipt.
  • Attend to all clients visiting our offices within 15 days of receipt.
  • Mobilization of equipment and provision of service within 5 days of requisition.
  • Payments for goods and services within 30 days in line with Government rules and regulations.
  • Render service without any without any discrimination regardless of one’s race, ethnic, background, religion, gender, status or otherwise.
    Maintain an open door policy.
